The U.S. Army faces near-peer adversaries who are not merely modernizing platforms, but reimagining competition itself. China, Russia, Iran, and other strategic competitors are exploiting cyber operations, artificial intelligence, data ecosystems, electronic warfare, and information manipulation to contest U.S. advantages below the threshold of armed conflict and across every domain of war. In this environment, incremental modernization is insufficient. The Army must cultivate outside-the-box thinking that treats information, cognition, data, and speed of adaptation as decisive sources of combat power. This panel will explore how the Army can create durable competitive advantage by challenging legacy assumptions about organization, acquisition, training, and operational design. Rather than viewing cyber, AI, and information warfare as specialized enablers, the panel will consider how they can become central organizing principles for future Army operations.
