Mr. Broida worked with law firms in Pennsylvania representing management in private sector labor relations. He then joined the American Federation of Government Employees in Washington as a staff attorney, and became Assistant General Counsel for Litigation. He returned to private practice in 1980, specializing in federal sector employment, labor, and civil rights law.
