Samantha Black has served as an Administrative Judge with the Merit Systems Protection Board since 2015. Prior to working for the Board, Judge Black worked for the Department of the Army in the Office of The Judge Advocate General in Washington, D.C. providing advice and counsel to various organizations within the agency on labor and employment law matters. Before beginning federal service, Judge Black was an associate with the law firm of Paul, Hastings, Janofsky & Walker LLP in Los Angeles and Chicago, where she specialized in employment counseling and litigation. Judge Black received her J.D. from UCLA School of Law, and has a Master in Public Administration from Harvard Kennedy School of Government and a bachelor degree in Social Policy and Political Science from Northwestern University.
