Bruce Fong is Associate Special Counsel, U.S. Office of Special Counsel, managing OSC’s Field Operations. From 2011-2014, he directed OSC’s Investigation and Prosecution Division. Bruce started at OSC in 1983. During his career, he has litigated OSC’s most important prohibited personnel practice cases, including Special Counsel v. Costello, Special Counsel v. Santella, Special Counsel v. Russell, Special Counsel v. Hathaway, Hillen v. Department of the Army, Special Counsel v. Brown, Special Counsel v. Ross and Special Counsel v. Filiberti. Bruce first presented at FDR VII and has been a frequent speaker at the conference. His article, “Whistleblower Protection and the Office of Special Counsel: the Development of Reprisal Law in the 1980s,” 40 Am.L.Rev. 1015 (1991), focused on OSC’s first decade under the Civil Service Reform Act of 1978. In 2016, he received the Burton Foundation Award for Public Service for professionalism in government service. He is a graduate of the University of California Berkeley Law School and Brown University and lives in Kensington, CA.
