Mr. Robert Loiseau is a distinguished IT Specialist and the U.S. Army's program owner for Enterprise Directory Services, where he directs the strategy and implementation of network authentication for over 800,000 users. He has been instrumental in the Army’s modernization efforts, playing a pivotal role in the Army Unified Directory Services (AUDS) initiative to migrate 600,000 users and 700,000 endpoints to a secure, modern Azure cloud environment. Mr. Loiseau has also led the modernization of the Secure Private Army Resources and Tactical Access network (AUDS-C) for 88,000 users and maintained the operational readiness of the Army's critical identity and access management systems. As a forward-looking leader, he actively advocates for leveraging quantum technology and artificial intelligence to defend against emerging cyber threats, collaborating with key partners like the Defense Innovation Unit (DIU) towards developing next-generation information technologies. With a career spanning over two decades in support of the Department of Defense, Mr. Loiseau has a proven track record of leadership in both strategic planning and tactical operations. Following his military service as a Captain in the United States Air Force, where he managed enterprise-level cyber operations and communications networks, he later transitioned to civil service. As a senior Army Civilian, he served as the principal IT planner for major multinational exercises in Germany, provided executive briefings to congressional representatives and general officers, and established high-level collaborations with DoD partners and agencies. Mr. Loiseau holds a Master of Business Administration from Point Loma Nazarene University and numerous technical certifications, cementing his reputation as a trusted leader in military information technology.
