Joe Bicchieri is a senior U.S. Army public affairs professional and capabilities developer with more than 22 years of experience. Currently serving as a Public Affairs Specialist at the U.S. Army Proponent Office – Public Affairs, Fort Meade, Maryland, he leads the integration of Public Affairs (PA) and Visual Information (VI) requirements into Army modernization efforts to ensure the branch is prepared for future information warfare. Bicchieri has driven major modernization and resourcing initiatives directly relevant to U.S. Army Cyber and information advantage operations. He led the integration of PA/VI capabilities into Information Dimension requirements, securing funding for information production and delivery systems which are critical enablers for cyber, information, and multi-domain operations. He has developed force structure solutions for the comprehensive redesign of the Public Affairs force to meet Army 2030 objectives. He served as the lead facilitator for the Joint Public Affairs Capabilities Working Group to evaluate and update the joint requirements for public affairs and combat camera forces. As a doctrine developer, he was a key contributor to ADP 3-13, Information, which integrates Public Affairs into the larger Information Dimension framework. In addition to his civilian role, Bicchieri serves as a Public Affairs Sergeant Major for U.S. Forces Japan, as a U.S. Army Reserve Individual Mobilization Augmentee, where he provides strategic communication support in a theater heavily influenced by cyber and information challenges. He previously supervised Soldiers of the 356th Broadcast Operations Detachment, ensuring full mission readiness for a deployable broadcast and information unit. In his military career, he has advised military and civilian allies in Afghanistan, taught Public Affairs noncommissioned officers, and captured the Army response to Hurricane Katrina. Bicchieri holds a Master of Science in Data Analytics from the University of Maryland Global Campus and a Bachelor of Arts in Communication from the University of New Hampshire, combining quantitative analytical skills with deep expertise in communication and information. His professional military education includes the Fleet Seminar Program, the Sergeants Major Course, the Civilian Education System Intermediate Course, the Public Affairs Senior Leadership Course, and the “How the Army Runs” course, providing him with a broad understanding of force development, acquisition, and organizational processes. He joined the Army in 2004 as a Public Affairs broadcast specialist, when his wife, Adrith, asked him how many of his classmates were using their Communication B.A. degrees. They are now celebrating their 30th year together.
