Melissa Graves, PhD, JD is Department Chair and Associate Professor of Intelligence and Security Studies at The Citadel, The Military College of South Carolina, where she leads the college’s largest academic major. Her research examines intelligence institutions under stress, irregular threats, and analytic tradecraft. She is the author of Nixon’s FBI: Hoover, Watergate, and a Bureau in Crisis, coauthor of Introduction to Intelligence Studies (3rd ed.), a 2026 Non-Resident Fellow with the Irregular Warfare Initiative, and principal investigator of the Intelligence Futures and Judgment Lab, a new Department of War–funded initiative built on her years of wargaming with colleagues at the University of Mississippi and The Citadel, which will run annual wargames with military, government, academic, and defense-technology participants. She also helps lead The Citadel’s annual Open-Source Intelligence (OSINT) Conference. Her peer-reviewed work has appeared in the Cambridge Review of International Affairs and the International Journal of Intelligence and Counterintelligence, and her commentary has appeared in Foreign Policy and Lawfare.
