Desirae J. Willms is a Community Program Specialist for USDA Rural Development’s (RD) Water and Environmental Programs. She helps administer financial assistance programs for water and wastewater systems for rural communities throughout the nation and works closely with RD’s field staff/partners to provide training, as well as CPAP, RD Apply and Enterprise Reporting assistance. Desirae has a diverse background working in municipal finance, community development, economic development and in private sector financing and served as Community Programs State Office Specialist in Iowa prior to joining the national office staff in 2019. She graduated from Wayne State College with a B.S. in Business Administration-Finance in 2005 and her MBA in 2011.
