T109: Hidden Fraud, Clear Solutions (Room Atrium Hall)

Though a large majority of taxpayers fulfill their federal tax obligations voluntarily and on time, some taxpayers don’t. And of those delinquents, a concentrated number engaged in fraud. Despite the harm tax fraud causes, until recently, there was no comprehensive estimate of the amount of U.S. federal tax revenue lost to fraud, because existing estimates did not fully account for undetected fraud losses. Representatives of the U.S. Government Accountability Office (GAO) will discuss their agency’s forthcoming work on tax revenue losses, along with proposed improvements to the Internal Revenue Service’s fraud risk management system to address such losses.
