Grant programs face heightened risks when they must be awarded quickly and oversight responsibilities are split among multiple offices. Weaknesses in screening, award documentation, payment monitoring, subrecipient oversight and closeout can increase the risk of improper payments, misuse of funds and undetected fraud. This panel examines how grantmakers can apply risk-based internal controls throughout the grant life cycle while balancing stewardship, program delivery and administrative burden.
