District leaders across the country are facing increasing numbers of students requiring intensive supports and rising costs associated with out-of-district placements. This session explores how strengthening foundational skill systems can shift districts from reactive placement decisions to proactive intervention. Participants will examine the structural changes that helped teams successfully identify and address learning needs earlier. The discussion highlights how aligned instructional practices, coaching structures, and collaborative problem-solving can improve teacher confidence, clarify IEP team decision-making, and support stronger communication with families. We will also explore how these shifts influence conversations about restrictive placements and long-term student outcomes.
