Students with complex cognitive and communication disabilities frequently receive limited literacy instruction due to a lack of educators familiar with instructional strategies needed to meet the unique needs of this group of students. Persistent myths about “readiness” and assumptions about their ability to learn to read are prevalent as well, despite ample research and evidence-based practices challenging these beliefs and affirming that all students can participate in literacy learning when provided appropriate instruction, supports, and access. This session explores how Virginia special education leaders are addressing these challenges and supporting educators in the implementation of inclusive, research-informed literacy practices for students with significant learning and communication needs. Participants will examine common myths about literacy readiness and explore strategies that support foundational literacy development, including phonological awareness, decoding, shared reading, and engagement with grade-level texts. The role of augmentative and alternative communication (AAC) and assistive technology in expanding access to language, participation, and literacy learning will also be highlighted, as well as a model state professional learning network capacity building system that others can use. Through practical examples from special education leaders across Virginia, participants will explore how AAC, assistive technology, and structured literacy supports are being implemented in schools to make literacy possible for ALL students."
