Special education directors are increasingly navigating rising restrictive placements, expanding paraprofessional dependency, staffing shortages, and heightened legal scrutiny—often while trying to strengthen MTSS and inclusive practices. These challenges are rarely isolated compliance issues. They are system design signals. This session introduces a structured Special Education Systemic Review (SESR) model designed specifically to support directors in examining service delivery, adult support decision-making, continuum alignment, and educational benefit. Drawing from district implementation across multiple states, presenters will demonstrate how systemic review helps directors move from reactive problem-solving to coherent, results-driven leadership. Participants will explore practical tools for identifying root causes, clarifying staffing frameworks, strengthening Tier 1 and Tier 2 systems, and improving defensibility through instructional alignment. Attendees will leave with actionable indicators and a leadership roadmap to strengthen outcomes, inclusion, and sustainability in their districts.
