Chrissy Fowler is the Director of the Payment Accuracy & Reporting Group (PARG) within the Office of Financial Management (OFM). She has 25 years of experience overseeing improper payment measurement programs at CMS, as required by the Payment Integrity Information Act of 2019 (PIIA). Mrs. Fowler manages improper payments for major programs, including Medicare FFS, Parts C and D, Medicaid, CHIP, and the Advance Premium Tax Credit, which accounted for 53% of government-reported improper payments in 2024. She also oversees CMS's annual improper payment risk assessments and manages an annual budget of $115 million across 11 contracts. Before joining CMS in 2010, Mrs. Fowler worked for 10 years at the Office of Inspector General (OIG), Office of Audit Services (OAS), handling performance and financial statement audits, including CMS’s improper payment measurements. She holds a Bachelor of Science in Business Administration with a major in accounting from Samford University in Birmingham, AL.
