Oscar Mancia is a Partner and Executive Vice President at Ignite Digital Services, where he leads strategy for digital transformation initiatives supporting defense missions. His work focuses on designing scalable, trustworthy digital ecosystems that align emerging technologies with operational intent, governance, and mission outcomes. Oscar serves as a Board Director for the AFCEA San Diego Chapter and as a Council Member supporting NAVWAR Contracts Industry Council initiatives, contributing to collaboration across government, academia, and the defense technology community. Prior to Ignite Digital Services, Oscar led Atlas Executive Consulting through a successful acquisition. He is a graduate of the University of California, San Diego and is focused on advancing San Diego as a hub for defense technology innovation.
