Dr. Jeff Harley is a retired Rear Admiral (Upper Half) and a Senior Fellow with the Center for Maritime Strategy at the Navy League of the United States. He also serves as Senior Director of Military Engagement at Western Governors University (WGU). In this role, he develops and sustains organizational relationships to expand access to WGU’s nationally recognized postsecondary programs among the military community.
Harley previously served in the United States Navy for more than three decades commanding numerous ships and aircraft squadrons including a Strike Group stationed in Japan. While serving as commanding officer of USS MILIUS (DDG-69), Harley participated in combat operations during Operation IRAQI FREEDOM and was awarded a Bronze Star which he accepted on behalf of his crew. Ashore, he served in numerous assignments including director of the White House Situation Room and president of the U.S. Naval War College.
Harley holds a doctorate degree from the University of Reading in the United Kingdom, masters degrees from the U.S. Naval War College and the Fletcher School of Law and Diplomacy, and a bachelor's degree from the University of Minnesota.
