Frank W. Klucznik is the Data Intelligence & Data Science Delivery Lead at RavenTek, where he supports data-driven decision-making initiatives for the U.S. Navy. He has been directly involved in the evolution of the Navy’s World-Class Alignment Metrics (WAM), helping advance its use from a performance measurement construct to a leadership decision-support framework. His recent work focuses on integrating WAM with Applied Information Economics and the DIVE (Divest, Invest, Investigate, Examine) decision model to enable more actionable, data-informed decision execution. His experience spans both the original design intent of WAM and its expansion into enterprise-level application.
