Matthew Luce
Director, Recovery Reporting and Analytics

Matthew Luce is the Director of the Recovery Reporting and Analytics Division at FEMA, where he leads data strategy, performance measurement, and program integrity monitoring for two of FEMA’s largest disaster assistance programs. He works closely with Treasury, DHS, and FEMA’s Office of the Chief Financial Officer to detect high-risk payments while preserving timely access for eligible survivors. Matthew joined FEMA in 2015 and has held senior data and analytics roles in the Recovery Directorate, Office of Policy and Program Analysis, and Field Operations Directorate. He has supported operations and recovery efforts for major disasters including Hurricanes Harvey, Irma, Maria, Ian, Helene, and Milton, as well as the Maui wildfires, and holds dual bachelor’s degrees in Sociology and Philosophy from the State University of New York at Geneseo.
