Ebonie W. Smith, CGFM, is a federal financial management leader with 24 years of progressive experience in governmental accounting, internal controls, risk management, audit management, financial reporting, improper payments, and business process improvement. She currently serves as Director of the Internal Controls Division within the General Services Administration’s Office of the Chief Financial Officer, where she leads agency-wide internal control, operational risk, and fraud risk management programs across GSA’s mission areas. She also leads an interagency internal controls working group, supporting collaboration and best-practice sharing across the federal government. Previously, she held multiple leadership roles at the Environmental Protection Agency, overseeing accounting operations, audit follow-up, contract payments, financial systems implementation, metrics development, and internal control reviews. She has supervised diverse teams of accountants, analysts, financial specialists, and technicians for more than 15 years. She holds an MBA from Meredith College and a BBA in Accounting from North Carolina Central University.
