Thomas Herndon serves as Associate Deputy Assistant Secretary for Operations in the U.S. Department of Housing and Urban Development's Office of Community Planning and Development (CPD), where he leads enterprise risk management, budget, grantee oversight, and funds control compliance across a grant portfolio exceeding $150 billion. He has been with HUD since 2016 working in both CPD and in the Office of the CFO, directing budget formulation and execution, internal controls, audit response, and financial-systems modernization, including work to strengthen controls that prevent waste, fraud, and abuse of taxpayer funds. He began his federal career as a budget analyst at the U.S. Department of Justice. Mr. Herndon holds a Bachelor of Arts in Political Science from Baylor University and a Masters in Public Administration from The George Washington University. He is an Eagle Scout and resides in Maryland with his wife and daughters.
