Mrs. Love-Grayer is a Director in the U.S. Government Accountability Office’s (GAO) Forensic Audits and Investigative Service (FAIS) team, with 24 years of experience leading performance and forensic audits across a broad range of federal programs and policy areas. In her current role, she leads a crosscutting portfolio focused on strengthening the integrity, effectiveness, and fraud risk management of domestic and international programs, including Medicare, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), foreign assistance, U.S. homeland security programs, and governmentwide efforts to reduce improper payments. Previously, Mrs. Love-Grayer served as a Director in GAO’s International Affairs and Trade team, where she led evaluations addressing international policy issues, including humanitarian and development assistance, refugee and migration issues, efforts to combat trafficking in persons and arms, international cybersecurity and biosecurity, and fraud and corruption in international assistance. Throughout her career, Mrs. Love-Grayer’s work has contributed to identifying millions of dollars in federal program savings and to changes in programs, policies, and legislation that have improved performance, operations, accountability, and risk management. She has also served as a speaker at national and international conferences on the use of data analytics and other leading practices to evaluate program effectiveness and manage federal fraud risks. She holds a master’s degree in public policy from the University of Michigan’s Ford School of Public Policy, a bachelor’s degree in political science from Virginia State University, and executive and technical certifications, including as a Certified Fraud Examiner.
