Special Advisor for the Assistant Secretary, Financial Resources

Rees Blaylock serves as Special Advisor for Policy & Program Integrity to the Assistant Secretary for Financial Resources (ASFR) at the U.S. Department of Health and Human Services (HHS). In this role, he supports the implementation of Administration policy across HHS’s financial portfolio, including modernization and efficiency efforts, budgetary policy, and program integrity initiatives. As part of this work, he leads the policy, planning, and implementation of the Audit Enforcement and Risk Oversight (AERO) initiative. He has served at HHS since March 2025. Prior to joining HHS, he worked in finance and donor relations at the Hudson Institute. Blaylock earned his degree in Finance and Business Analytics from Villanova University.
