James Mahoney is the Facility Related Control Systems (FRCS) Program Manager for Marine Corps Installations Command, a role he assumed in November 2025. His focus is on securing, monitoring, and maintaining control systems that support Marine Corps critical infrastructure. A Marine Corps veteran, Mr. Mahoney served as an officer from 1995 to 2000. His military career included a deployment to Kosovo with the 26th Marine Expeditionary Unit in support of Operation Joint Guardian. Upon receiving an Honorable Discharge, he began his civilian career with the government at Marine Corps Base, Camp Lejeune. There, he progressed through various leadership roles in environmental and facilities maintenance operations, managing projects with an annual budget of up to $150 million and developing the base's Facility Related Control Systems (FRCS) Program. In 2021, he was appointed as the MCIEAST Regional FRCS Program Manager, where he established a specialized cybersecurity group for industrial control systems, the FRCS Cyber Operations Group. Mr. Mahoney is the recipient of the Navy Meritorious Civilian Service Award and the GovExec 2026 Federal 100 Award for his work in the operational technology space.
