David Bateman, Ph.D., is a Special Education Consultant and former Pennsylvania due process hearing officer. He uses his extensive knowledge of special education litigation to help school districts provide appropriate supports for students with disabilities and prevent and recover from due process hearings. A former special education teacher and building administrator, Dr. Bateman earned his Ph.D. in special education from the University of Kansas. He has served as a hearing officer or consultant on more than 1,021 special education lawsuits and frequently keynotes administrator conferences. He has co-authored numerous books on special education for principals, teachers, school boards, and other education leaders. He also served as the neutral fact-finder in a class action lawsuit involving the Oregon Department of Education. Following the Supreme Court’s 2017 Endrew F. decision, the U.S. Department of Education asked him to develop administrator training on legally compliant IEPs.
