Rachel DePaul Croton Harmon is an experienced educational leader with over 15 years in Pupil Personnel Services (PPS), Special Education, and higher education. As Assistant Superintendent for PPS in the Croton-Harmon Union Free School District, she oversees initiatives serving 1,500+ students and 200 staff across Pre-K–12. Known for driving inclusive program development, systemic improvements, and leading diverse teams, she advocates for equitable educational outcomes. Rachel aligns instructional practices with data-driven decision-making to enhance student success and ensure compliance. Her work emphasizes supportive learning environments through multi-tiered systems of support (MTSS) and comprehensive special education programming. She also teaches graduate courses in teacher preparation and instructional design as an adjunct professor at the College of Mount Saint Vincent. Throughout her career, Rachel has excelled in staff supervision, program development, and cross-department collaboration, strengthening relationships with students, families, and community stakeholders. She is completing doctoral studies in Educational Leadership at Manhattanville College (expected 2026) and holds multiple advanced degrees, including an M.S. in Educational Administration, Childhood Education, and Public Administration, along with certifications in School District Leadership, Childhood Education, and Students with Disabilities. Her professional affiliations include the New York Council of School Superintendents, the Tri-State Consortium, and the Council for Exceptional Children (CEC). Passionate about advancing educational practices, Rachel continues to champion the success of all students and drive positive change in K–12 and higher education.
