Shawna Dippman

Shawna Dippman is a seasoned special education administrator with more than 20 years of experience dedicated to advancing equitable, compliant, and high-quality services for students with disabilities. Her work spans local, state, and national systems, with deep expertise in IDEA implementation, Medicaid program compliance, and technical assistance. Shawna began her career at Monroe County Intermediate School District as an Early Childhood Special Educator and Inclusion Teacher Consultant. For the past 13 years, she has served on the administrative team at Monroe County ISD as a Special Education Planner/Coordinator and Supervisor. Her leadership responsibilities have included serving as Principal of the Monroe County Youth Center; supervising occupational and physical therapy staff, speech therapists, and nonpublic consultants; coordinating crisis response and serving as a Crisis Prevention Institute trainer; supporting grant development; and serving as liaison to the Parent Advisory Committee. At the national level, Shawna is a long-standing leader with the National Alliance for Medicaid in Education (NAME). She previously served on the Board as the Region 2 LEA Representative, later as President, and now serves as Immediate Past President. She remains actively involved in NAME’s Finance, Governmental Affairs, Membership, and Conference Committees and currently serves as Chair of the Web/IT Committee. Shawna is also an active member of the Michigan Association for Administrators in Special Education (MAASE), where she contributes to the Summer Institute Committee, Professional Learning Committee, New Administrator Academy, and the ISD Collaborative Community of Practice. She has also participated in invitation-only special projects through the OPTIMISE Initiative, a task force of the Michigan Legislature.
