Paul Black

Dr. Paul Black is a school psychologist, education specialist, and literacy advocate with nearly two decades of experience supporting literacy development, mental health, and learning outcomes across early childhood, K–12, and special education settings. His work sits at the intersection of structured literacy, the science of reading, dyslexia, and the mental health needs of neurodiverse learners, with a focus on translating research into practical, school-ready implementation. He currently serves as a school psychologist for Salt Lake City School District, where he works with diverse students from preschool through high school, providing culturally responsive, trauma-informed support. He partners with families, educators, and administrators to identify developmental needs, design interventions, and build systems that promote belonging and academic progress. Dr. Black also serves as Chairman of the Board for RISE Institute for Literacy, where he leads the design and continuous improvement of evidence-based literacy programs grounded in the science of reading. As a Literacy Specialist with Reading Horizons, he partners with educators, school teams, and district leaders to implement structured literacy practices aligned with IEP goals, MTSS frameworks, and state standards. He is the founder of PBAssessments, which provides dyslexia-specific assessment tools and training, and serves on the boards of Weber State University Charter Academy and Operation Read USA. He holds an EdD in School Psychology from Loyola University Chicago, where his capstone research on the mental health needs of students with learning disabilities received an Honorable Mention from the College of Education. He also holds an Ed.S. and M.Ed from Idaho State University and a BS in Human Development and Family Studies from the University of Utah.
