Kimberly Baxter

Kimberly Baxter is the Director of Special Services for the McAlester School District in southeastern Oklahoma. With over 30 years of experience in special education, Kimberly brings a deep and diverse background in supporting students with behavioral, emotional, and social disabilities. Her career spans two countries, four states, and eight schools, teaching students from Pre-K through high school. Born and raised in Park Rapids, Minnesota, Kimberly was inspired by her siblings’ experiences with learning differences and the life-changing impact of dedicated educators. This passion led her to earn a Bachelor’s degree in Elementary Education, a Master’s in Curriculum and Instruction, and a Master’s in Special Education Administration. She has served as Legislative and Policy Liaison and President of the Oklahoma Directors of Special Services (ODSS). Kimberly is passionate about leadership, mentoring, and supporting both new and experienced educators in reaching their full potential—so that every student has the opportunity to do the same.
