Jo Ann Marie Steinbauer, Ph.D., has dedicated three decades to advancing equity and excellence in education. With an extensive background as a teacher, instructional coach, and administrator, she brings a deep understanding of the systemic challenges facing K–12 leaders. As a Lead Impact Researcher and Program Evaluator, Jo Ann partners with school districts nationwide to design and study systemic change efforts that strengthen educator capacity and improve outcomes for students with disabilities. Her work focuses on the intersection of transformational leadership and change management to build district cultures where high-quality specially designed instruction is the norm. By grounding evaluation in research-based practices from implementation science, Jo Ann helps districts align leadership and daily practice to move beyond compliance toward meaningful, sustainable improvement. She partners with educational leaders to foster collective ownership and empower educators to drive instructional quality and systemic change across dynamic, complex systems.
